Peregrine Falcon? (Kestrel?) perched on pine tree above Clipper Hill, took flight twice and returned to same perch.

Through bins and scope (and flight) looked like a PEFA. In this photo looks somewhat like a Kestrel. The color may be an artifact of the setting sun.
